This cemetery, located in the immediate vicinity of Soltau Heath Park, is the final resting place of 859 prisoners of war from various countries who died in the First World War while imprisoned in the Soltau prisoner-of-war camp. It is not known who is buried here or when they died, as no names were recorded. The Soltau camp was the largest prisoner-of-war camp in Germany and was ready for occupancy in 1915. Up to 80,000 prisoners of war were interned there, mainly French, Serbs, Belgians, and Russians.
The monument was begun by the Belgian sculptor Gerard Victor de Bondt while he was still a prisoner of war, but he refused to complete it after the war ended. Thus, on the left side, one sees a woman, and on the right, only a block.
